Timeline:
The Ormond Beach Police Department said they responded to a call of a shooting in progress in the area of Seville Street and Buena Vista Avenue.
Police said when they arrived at the scene they found a man who has been shot in the right thigh lying on the grass.
Officers state the man that was shot told them the "space force" told him to check on houses and ask for help getting his vehicle started.
Police said they believed the man not to be in the right mind, because he told them people were following and listening to him, and he was being given information by "space force."
Reports show the man that was shot was transported to the hospital.
The backstory:
The Ormond Beach Police Department said Arsenault told them he was at his home when he saw a man wearing a dark-hooded sweatshirt and a bulletproof vest at his door.
Arsenault told officers he went to speak with the man, who said his vehicle was dead and asked to use a charger.
Reports show Arsenault told the man he couldn't help him, and the man then stole the charger off his vehicle and took off running.
Arsenault told officers he had a groin injury and could not run, so he chased the man in his car.
Authorities said Arsenault told them he "rammed" the man with his car to make him stop running. Arsenault then got out of his car with his gun and told the man he was making a "citizen's arrest," officers stated.
Reports show a witness then jumped in to help Arsenault, who was physically struggling with the man.
Police said Arsenault had his finger on the trigger during the struggle, and the gun went off and hit the man.
What's next:
The Ormond Beach Police Department said all people involved in the incident have been identified, and there is no active threat to the community.
